All cognizant F-16 aircraft users worldwide are willing to obtain the highest possible indigenous repair capability of their F-16 parts in order to gain two advantages: Maintain the highest possible aircraft availability with cost reduction compared to foreign dependencies.
The above is obvious if one compares an Airforce with 100 aircrafts and technological ability to support them to a level of 10% with another nation with 50 aircrafts with supportability 50% (meaning that can repair 50% of critical components). After a week of intense operations the first Airforce with the big fleet, but 10% supportability, will be capable of flying only 10 aircrafts, compared with the second Airforce with half the initial number of aircraft, will operate 25 aircrafts e.g more than double!!!
In conclusion most of Airforces with F-16 do not maintain the possibility to support more than two percent (2%) of aircraft components for various reasons.
We will refer only to one main reason which is derived from most Technical orders (T.O’s), especially the ones ending in -3, e.g. 8D1-26-40-3, Electromechanical Actuator. Within the listed hardware requirements there exists, as a prerequisite to test this actuator’s operation, a unique Tester which is not available to most Air-Forces. That is a common scenario to any other aircraft component. In other words in order to repair/ overhaul any F-16 part, in accordance to T.O’s, you need at least the corresponding tester.
